COMMITTEES
IBA developed committees to cover specific topics and provide opportunities for banking industry professionals to collaborate and learn from one another. Speakers provide valuable information that keeps members current on important issues. Through a process of CEO recommendation and self-nomination, bankers are chosen to serve on the appropriate committee to work with their peers on industry-specific issues. If you are interested in being a part of one of our committees, please contact us.
COMMITTEE TOPICS
As part of IBA’s mission to provide comprehensive educational opportunities, each committee covers subjects tailored to the topic they’re under and is led and managed by a banking professional.

AGRICULTURAL BANKERS
COMMITTEE CHAIRS
Matt Hamilton
Branch Manager, Farmers Bank
Lance Zollinger
President, Cache Valley Bank
The IBA Agricultural Bankers Committee is the forum through which bankers can stay abreast of new developments within the agricultural industry. The Committee also studies and engages in problems that are facing ranchers and farmers in the state. Representatives from the Idaho Congressional delegation often attend the meetings to update members on the most recent developments regarding federal legislative and regulatory issues.
The committee works closely with the Idaho State Department of Agriculture on relevant issues. Representatives from the committee are active in the Food Producers of Idaho, which provides an excellent opportunity for bankers and members of the agricultural community to enhance their relationships.
State legislative matters are a key focus for this committee. Each year, they review a variety of legislative proposals that impact Idaho’s agricultural industry.

IDAHO STATE LEGISLATURE
AMERICAN BANKERS ASSOCIATION
INDEPENDENT COMMUNITY BANKERS OF AMERICA
A top priority of the IBA is governmental affairs, and it’s the Government Affairs Committee that directs the IBA’s legislative agenda at both the state and federal level. Committee members bring diverse expertise to the table which allows for a full discussion of the issues prior to a position being taken. This Committee also relies on other IBA committees for their expertise in legislative matters specific to a particular area such as Agriculture, Compliance or Trust. Most federal legislative activity is coordinated in partnership with the American Bankers Association (ABA) and Independent Community Bankers of America (ICBA).
The committee meets annually in November and holds every other week conference calls throughout the Idaho Legislative Session. Chaired by the IBA Board of Directors Vice Chair, with 100% member bank representation the IBA Government Affairs Committee is the primary committee for the association.

The primary purpose of the HR Committee is to support Idaho’s banking industry by addressing workforce challenges and opportunities. Committee members bring extensive experience in human resources and talent development, making them uniquely positioned to identify emerging issues, share best practices, and shape strategies that strengthen the employee pipeline.
With a focus on both policy and practice, the committee engages in initiatives each year that enhance recruitment, retention, training, and workplace culture, ensuring that Idaho banks remain competitive, compliant, and well-equipped to meet the needs of their employees and communities.

IDABANKPAC
COMMITTEE CHAIR
Jim Evans
Executive Vice President, DL Evans Bank
IdaBankPAC is the voluntary, non-partisan Political Action Committee (PAC) of the Idaho Bankers Association. It is the only PAC that directly represents the entire banking industry in our Idaho’s political system.
IdaBankPAC raises personal, voluntary contributions from eligible industry professionals to support election efforts of qualified state and federal candidates whose views and voting records reflect the interests of IBA and its members.
IdaBankPAC allows us to maximize the political strength of the banking industry. Through IdaBankPAC support, we are able to send a strong, collective and clear message on behalf of our industry to key policymakers.

TRUST COMMITTEE
The primary purpose of the Trust Committee is to focus on the improvement of Idaho’s Trust statutes. The extensive expertise of committee members means they are uniquely qualified to identify problem areas as well as opportunities to enhance Trust law to the overall benefit of trustees and consumers alike. The legislative emphasis of this committee means that each year they are engaged a variety of legislative initiatives.
